The theme of this conference is low-carbon economy .The central issue discussed at the United Nations Climate Change Conference that had just concluded in Copenhagen was reducing carbon emission. Nowadays, the pace of industrial restructuring in China has accelerated and the optimizing of industrial structure has become our major strategic task that concerns the overall national economy. Furthermore, due to the impact of the financial crisis, the restructuring of global economic and financial operating mode has just begun. Under such circumstances, the discussion over developing low-carbon economy is significant. Therefore, I would like to talk about three aspects:
The first is that low-carbon economy is extremely important to the sustainable development of economy and society. The new development mode has gradually become the hope of recovery of the global economy post-crisis. To China, the development of low-carbon economy and the promotion of sustainable development are currently facing great challenges, however cannot be delayed at this point. Firstly, our industrial structure, which inclined to heavy industry, and our high energy consuming economic development mode so far relies more and more on energy sources. It is getting harder for us to afford. Secondly, a prolonged slump in external demand has enforced us to restructure, though very difficult, the mid and low-end industries.
The second is that the banking industry should play an active role in developing low-carbon economy and industrial restructuring. In recent years, in order to urge financial institutions within the banking sector to comply with the national macro-control policies and assume social responsibilities, CBRC issued a succession of policies and regulations such as the Guidelines on the Credit Work for Energy Conservation and Emission Reduction and the Guidelines on the Risk Management of M&A Loans of Commercial Banks. All financial institutions within the banking sector proactively made great effort to innovate credit service mechanism, develop the “green credit” business, reduce loans granted to high energy consuming and high emission industries and support industrial restructuring, optimizing and upgrading. Financial institutions within the banking sector should play two roles well during the process of industrial restructuring and the transforming of economic structure from high-carbon to low-carbon. The first is the practitioner of promoting low-carbon conception; the second is the innovator of low-carbon financial service.
The third is to strengthen credit management and prevent with great effort the credit risks during industrial restructuring. There are two major issues that the banking industry should pay close attention to while supporting the development of low-carbon economy and industrial restructuring. The first one is the lack of comprehensive complementary supporting policies. The second is that the sustainable development of emerging industries facing risks. These factors not only brought new challenges for credit risk management of the stock loans of banks, but also made it harder for banks to identify risks and make decisions while granting loans to support the development of low-carbon economy.
Therefore, I hope that relevant government authorities enhance support and guidance from the high levels to the lower ones, so that financial institutions within the banking sector could make profit and sustain business development while proactively taking on environmental and social responsibilities, supporting the development of low-carbon economy and earnestly preventing credit risks during industrial restructuring.
To develop green and low-carbon economy is not only the voice of the international community; it is also the practical requirement for sustainable development of our economy and society. Furthermore, it is the embodiment of our practicing the scientific outlook on development. I hope that we all work together and that our land becomes greener every year.
